(c) Engineering and Safety - The Focus on Human Safety in the Designing ProcessSafety departments around the world play should be playing significant roles in improving the safety of structural designs of engineered buildings. However, it is apparent that many engineering professionals are hesitant to let safety professionals into the process of designing a structure. According to Mark H. Stemmer, in a journal article in Occupational Hazards: "For me, the problem became most apparent when I was thrust into the position of communicator and mediator between engineering and safety departments. To fulfill my responsibilities in this role, I had to commit time and effort to learning the safety side of the equation. Ultimately, I passed the Certified Safety Professional exam. Through this process, I came to understand that effective "engineering for safety" lies in the ability of the engineers, who typically control the design process, to understand and to apply the basic principles of the safety profession." Issues Sometimes, a team of builders can only function well if the chief engineer really knows his stuff. Designing and executing a strong structure is one thing; but what about safety? Where does this figure in all of this? Sad truth is, many engineers do not have the necessary training in structure safety. Take Stemmer's explanation of the matter: "The majority of engineers do not take courses on safety in school nor do they attend safety seminars or conferences after they graduate. The National Safety Council's Institute for Safety Through Design found that 80 percent of engineers had not taken any safety courses in college, and 70 percent had not attended any safety seminars or conferences. Design codes and standards are predominantly written for building occupants and users, not the people who assemble and maintain buildings and equipment." In many parts of the globe In many regions of the world, safety and engineering usually do not cohabit a singular plane; meaning, they don't occupy a project at the same time. Often, finished structures are opened for safety inspection after the construction. Safety professionals from federal institutions or government agencies no longer have the power to completely address structural problems because the building has been completed. In a broader contextualization, there must be a big push to include safety analysis and recommendations even before the first joists are put to the air. This will take care of the problems later on- which are decidedly more costly and labor-intensive. The need for hazard analysis According to Stemmer: "The goal of incorporating safety into all levels of the design process is not impossible to achieve. However, it does require a shift in how industry implements the design process. We need to include hazard analyses and risk assessments at the beginning of the design process. Short-term costs associated with getting a design to production still need to be managed, but we also must research long-term costs. We need to train our engineers in safety so that design professionals are able to identify, evaluate and control hazards." Hazards will always be a risk associated with structures- but with the right impetus and the right collaboration, such risk can completely be minimized.
